Can anyone build a small, (2"X1"), electromagnet which will repulse, (push), against a permanent magnet?

I need to push a rod with about 100 pounds of force back and forth rather quickly, so I do not want an electromagnet on the rod, just a permanent magnet, so that no wires are involved on the rod. The electromagnet will be stationary, poised to push the rod about 2 to 3 inches away from the electromagnet.
