When tim allen got arrested in '78 for cocaine, how did get to know the people who supplied him the drugs?

how is it that some people get to know real drug dealers? why is it that some people who smuggle drugs from point a to point b never, never, and i mean never get caught? is luck on their side or something? does anyone know as to why?
