Is it possible to download other menu or "Hello UI" themes for the LG Rumor Touch?

No. There are no other themes available and there are no hacks or workarounds known in the Virgin Mobile Touch "hack" community. You can, however, install apps, but as far as the outlay of the menu and helloui, you can't change.
